Someone tried to explain this to me but I still don't get it. I want to create a raffle. How do you draw the winner?

The best and fairest way would be using a randomizer like random.org
Just change the number in 'Max:' to the amount of users entered and hit 'Generate'.
Optional would be taking a screen shot of the result to prove who won, like some people do, but I'm sure others will still believe you without one c:
