You can't exactly transfer diamonds to another player directly.
What you can do is to get the other player to sell 1g for the amount of diamonds you want to transfer over. Eg you want to give 10 diamonds to player A; player A sets up a trade selling 1g for 10 diamonds, which you'll then accept.
To do so, [player A] go to the currency exchange under trade and make a listing selling 1g for 10 diamonds (in this case). Make sure you're not selling 10 diamonds for 1g. the sell currency should be set to gold.
Once that's done, you just go to the currency exchange and search for gold and purchase it. No other player would buy that because no one would be paying 10 diamonds for 1 gold.
