Because of probability, silly. It's programmed to have a ridiculously low chance of awarding an egg or the jackpot, probably below 1% for each. Like, a 1/1000 chance for eggs and stuff. I've been recording my spins each day to try and get a rough estimate of the chances.
So far, out of 60 spins recorded, I have Philters down as an almost 50% chance (26/60, 43.33%). Statistically, your every other spin is going to be a philter.
