I only know what these are because of a recent conversation with Savynn, but I thought they were being phased out or replaced? I've gotten a few from the exploration egg hunt. Sorry if this is not a bug, just seems like a little piece that got overlooked.
Edit: And from defeating the bandits... oddly these silver egglings will not stack on the others...

Which zones are you finding them in?

I was in the Nightfall Dungeon, the Forsaken Dungeon, and Aryths Spire and found them in all of those places. Plus they were the trade reward for defeating the bandits at the end of the dynamic event.
