Hello, I am fairly new here and was wondering two things concerning gold. The first is, am I allowed to offer gold as a reward to a game/contest that I would personally hold? Second, how do you send a sum of gold to another player?

Yes, it's fine to give out gold as a prize for a game or contest.
To transfer gold to another player, you have to do it through an item trade. Have the user send you an item with a CoD fee as the amount of gold you owe them. When you accept the trade, they get the gold, and you get the item. Then you can send the item back to them for free. :)
