Well the plot is simple and not a fixed plot but can go more so depending on what you are comfortable with. Me personally I need a break from romance things and rather have a character gain a parent figure.

Tobias runs into a noble(my character whom is an elf) during a festival or even an event where another kingdom is visiting Tobias' kingdom. For a peace treaty between the two kingdom. Tobais' mother would probably think this is a good idea for her son to gain allies to secure the crown.

And you can add to this. I just did a loose plot with the information you gave about Tobais.

Tobias isn't in the market for a parent figure, but I would love to do a found family with a close friend that he feels comfortable confiding in or going to advice! If that works with you, then I can make a PRP and we can work out the rest of the details after posting characters?

I have an SCP-sized hole in my heart since my best friend lost interest in that concept!! I have many non-human/magical characters that could easily fit the bill for an SCP. Some examples:
Slash: Slightly murderous psychopathic fairy boy, secretly actually a traumatized sweetheart who hurts/kills out of fear. Originally made to be an Undertale-style monster, but that could easily be changed.
Lani/Dani: Twin crow-human shapeshifters. They're usually together but definitely could be separated, and if so that could lead to an arc where the other one tries to break the captured one out. Each has a distinct crow and human personality that switch when they shapeshift (these are old characters and I am considering renaming their crows. Right now they go by the same names as their humans, leading to a lot of "human/crow Lani/dani" as you're about to read). Human Lani is a bit reserved and generally quiet, but a kind person. Crow Lani is highly excitable and a little bit stupid in a cute way, very nave and childlike. Human Dani is VERY reserved and pretty edgy, antisocial, and hates his crow for lore reasons. Crow Dani flirts as a coping mechanism (gayly, he is very very gay) but struggles to actually trust anyone, including himself.
Riptide: Like Slash, he's made to be an Undertale-style monster, specifically from the AU Lustfell. So originally he has heavy sex and SA themes, but I can definitely leave those out. He's an original species of mine called an Entel, which are color-coded elemental monsters, and he's blue. Guess what element :) it's water of course haha- he can basically waterbend and grows fins when he goes underwater, and he gets dehydrated very easily. He's very confident and self-sufficient, will definitely fight back against any unpleasant testing, but honestly probably wouldn't care enough to even try to get out. Poor boy doesn't have a good home life to go back to :(
All have flexible ages, but originally Slash is 15, Lani and Dani are like 17, and Riptide is 23.

I do have many other characters and would be happy to make one to fit the rp if none of these sound good! Just let me know what exactly you're looking for ^^ I'm also happy to play multiple characters for plot, but I don't like going over two at once. And even that gets annoying after a while ._.' I usually use a format like this:
Name: Dialogue *Actions* [Whispering] (comments outside of rp)
But I also like paragraph/story format.
