So are potions and elixirs no longer usable during battle? I thought they were but for some reason I can not use either (And yes, I am aware of the potions that say "not usable during battle. I mean the ones that don't say that)

You have to wait one turn to use elixirs again. c:

Sorry. I guess I should have been more specific from the beginning. They are not in my exploration inventory, they are however in my Actual inventory, I am unable to use them during battle at all.

some potions/ elixirs can not be used in battle. mouse over on it in your inventory and if you cannot use it in battle, it will tell you in the bottom of the description box.

I know about those, I have some that can't and say "This Cannot be used during a battle" (These are the potions)

However I have some elixirs which do not say such things and they are not in my exploration inventory either.

Missed that in your first post, sry. Anyhow, if your in Umbra forest or Viridian Meadows and in battle, make sure you are clicking on the red arrow then use item.

If you are in a zone inside Astryl's vale, click manage then either option 2, 3 or 4. (Button should be dark blue so you can click it)

in either setting, click the potion then click the pet you want to use it on.

If this isn't working for you, then I suggest you either ping Krin to this forum or report this in the bug reporting forum (which is the proper place for glitches and issues.)
