I noticed that on someone profile was a circle with a line through it what dose it mean? Im shared to click increase it's a report button

its a block button, clicking on it means you can block someone far easier on the site now.
you can also unblock people by clicking on it a second time. ^^

how deep can ypu block someone? As sometimes you can only block them Dms you but they can still talk to you at festival chat

if you block someone in this way, you will no longer see their messages in regional chat either.
this is something that was recently updated, krin went a bit further into explaining it in this post.
