Are majestic brews guaranteed to have traits in the restricted set? (yeah, thats the whole question)

Majestic themes can only have the traits from their specific trait set, in fact- even in a theme disruptor is used it will only select from that specific set, mutators cannot affect Exclusive themes, and an RTD cannot be used on a pet with no non-restricted traits.
