Is there a year that Sylestia is played in, and if so, when?
Another question: Is there a specific planet this is on?

I do not think there is a specific setting Sylestia is in. Maybe Earth/present and/or Sylestia planet/Sylestia time.
It's part of the lore of Sylestia, I think. Maybe ask Krin for lore?
