I don't know if I am the only one who is experiencing this problem (or if it is even a problem) and I have clicked "explore the area" at least 100 times now! (not that I count!) I just can't find the 3rd seal!

Have you been doing the battles? Regions 1 & 2 count area progression by number of battles if I remember right (so like, if you have 100 "steps" left to Plot Thing, run into a battle encounter, and run away, you'll still be 100 away, whereas if you fight you'll then be 99 "steps" away)

Yep, as Scath said, in Viridian Meadows and Umbra Forest, all of those zones progress by completing battles. So if you are just running away from all of the battles, you will be forever stuck in progression and not continue the storyline through the zone you are in.
