I was just finished buying myself a candy basket, then when I went to open it, It wouldn't give me the contents of it, it's a legendary candy basket and is supposed to give the same stuff as a handful of candy, and I feel I waited and worked so hard and it failed to pay off.

You give it to other people in trick or treating, it's not for using for yourself

As stated above, it is for gifting - not opening.
However, you can probably find another player who has one and the two of your can exchange them - thus both ending up with the opened version that has rewards in it.
