I have a few questions though to make sure I draw her correctly -
1. is that a beak on the front of her muzzle there? If not, may I have some clarification on what it is?
2. What is that along the back of her head/neck? Is it hair, or is it like, globs of nebula? I just want to make sure I get it right. c:

Yay!
Just for clarification, it's not a beak- that's just the 'armor scales' around the nostrils. My art style makes it very prominent, lol.
She is a cosmos dragon- the thingie along the neck, is, indeed, a sort of 'nebula frill'. It's sorta strange, I know, but that's just her species :)

And I don't find that strange. x} Fitting for a cosmos-based dragon! Again I just wanted to be sure I get the texture right - don't want to draw hair where there isn't any!!

And I don't know if this is possible, but in the event that it is, can you please upload the image (when it is done) using ImgBB or a similar platform that is not blocked on my computer? Sorry, just wanna be sure I can actually see the finished product- my laptop doesn't show Imgur images :|

Ah, I'm not entirely comfortable with using image hosting sites outside of imgur right now. Is there any other site not blocked for you? I can upload it to tumblr or twitter and link it for you there if you wish. I think I also have a deviantart I can use, but I'm not entirely sure if I still have access to it.
