I feel like making up their tickets and giving them 24 hours before picking a new winner would be more fair. Although it may be "less competition" for everyone else, it is better to let everyone have a chance.

If it were me,I would refund the tickets. Since they never accepted the Cod,technically they never bought the tickets....but that's just me.If you want to count the ticket they wanted and they win,waiting 24 hours before giving the prize to someone else sounds fair.

While the cod was already sent(so no issue with paying), you do bring up a good idea. I don't know if the trade expires or not, so I will take what you said into consideration. Thanks for answering my question. :)
