Okay, I just had a clever one, tried to trap him. It failed but also said I was not even close to catching him. When he was Elusive, and I tried to trap him, it said I failed but was close.

Aha...so it might be that even if you choose the right option, you still have a chance to fail. Which means, not random. Ok, I can work with that. I'll now need to take note of if I was close to capturing him or not when I fail.
