There's a maximum amount of EVs any Pokemon can have... and vitamins can only change those points by up to 100 values for each stat. It's a pretty complicated system and to be perfectly honest I don't know it well enough to explain it. What I do know is that battling certain Pokemon gives more EVs for one particular stat depending upon which stat is the wild Pokemon's best stat...

The main thing to know is that the maximum amount of EVs a Pokemon can get is 510, and the maximim for 1 stat is 252 (so essentially, your Samurott probably has 510 EV points and can't get any more, the way to find out on White/Black is to talk to an NPC in Opelucid city in a house somewhere... can't remember which, though I do remember that they only tell you about the first Pokemon in your party. In B2/W2 call Bianca on the Xtransciever and she'll tell you if any of the Pokemon in your party have 510 EVs)

The maximum amount of EVs in any one stat is actually 255, but it only gives extra stat points up to 252, so it's worthwhile to just stick those extra 6 EV points in HP or something, if you're only upping two stats, like Atk and Spe. I'm a lazy lazy and usually only train sweepers, so things that are fast and have high attack/special attack, kind of like the glass cannons of Sylestia. So we have my 6 HP/252 SpA/252 Spe EV 31 SpA/30 Spe IV Timid Hydreigon (Mars) and my 6 HP 252 Atk/252 Spe EV 31 Atk/31 Spe Jolly Haxorus (Clyde), etc etc. Because you also have to take IVs (Individual Values) and natures into account and...

Well, Pokemon are hard. This Eevee can explain EVs better than I can. You'll have to do your own research as to IVs, though, cause I'm lazy. Apparently not lazy enough to not breed for the best ones, though.

I feel like I heard somewhere that EVs and IVs are going to have a higher visibility/impact in the main storyline... it was either a tweet from the Pokemon twitter or it was a rumor... and I honestly cannot remember which!
In any case, IVs are the bane of my existence. And rare candies aren't really bad; there aren't enough of them to really make a dent in the EVs you accumulate throughout play, even if you train your pokemon just with the Elite Four. You gotta put them in battle, though, not just give them the exp. share.

It's not a rumor but not so much story based either. what Gamefreak said was that it will be easier to see the Pokemon's iv s and ev s early on and that keeping track of them was going to be made easier some how.

Also I though rare candies and the day care were the only ways you could level up a Pokemon without giving it any ev s?

I'm not so into the EV and IV aspects of the game, because that much stat management just isn't all that fun to me. x.x I only do it for something I'm really serious about wanting to do good in battle. *Grumbles about PWT*

But for the most part, all I do for my favorites roster is make sure the nature/characteristic is one that gives into Atk or Sp.Atk, whichever I'm gonna have the 'mon be focused on, and I use the medicines to give the EVs out evenly into all stats except the Akt/Sp.Atk they're not going to be focused on.

It's not the best stat management, but it keeps things simple for me. XP
