If you have a picture:
Study where the hair becomes darkest and shade it in(though don't make it too dark) then smooth it out by blending(I use blending stumps though a piece of old cloth works fine too). After I finish that, I would take it and put soft streaks through it, some darker some lighter and just tweak it until it looks right XD

If you don't have a picture:
This one is slightly more difficult so I usually just make streaks until I got the whole hair streaked in then I tweak on it some. It's better to have a picture so reference though and most people don't even attempt to draw without some kind of reference(if you really need to, you're own hair works)

@Crystal,

I'd say try to get the proportions down. Face proportions A bit basic, but good to remember. Also, body proportions

Try doing lots of sketches rather than 1 detailed drawing.

After you start to get the idea, draw from life if you can. If not maybe try something like something like posemaniacs.com to start seeing lots of different poses.
