(To put it simply, the Phantom Ruby is trans-dimensional. It takes things from other timelines and drags them into whichever timeline the the Ruby exists in. So the 'illusions' are actually physical objects, as evidenced in how they can hit and be hit. It also explained how Classic Sonic ended up in Sonic Forces.)
