How about if the people she killed were important government officials? And maybe someone dumped the blame on her because she was the first person they saw, she was powerful as well and in the way, an enemy they hated dearly or whatever. Who and what was her life like before she was framed and who framed her and why? Perhaps I could have my character have a close relationship with one of the people that got killed so it would be more personal and dramatic?
