They don't really have a name, but I think avian is generally the term used to refer to such bird-people.

Mkay, I'll just use avian as a formal term and bird-people might just be a colloquialism.
I'm having trouble deciding on a time period, maybe 19th century, Industrial Revolution-ish? Eh...

My RPGs don't really have a time period that relates to the real world, but I'm guessing they're very close to yours - a good bit of the world is still uncivilized, and technology is developing, but more in the way of weapons rather than communication?
