Is it still okay to be a mutated animal?I mean it could add a be more of a race to live in the story if my idea is right
(I mean something that's constantly rotting and growing back the skin damaging the land around it and looks like a dino sounds good,but that's just me)

I already thought I said that mutated animals/creatures were allowed. That is completely okay.

so what can i do cause he was exposed to radiation and he survived but i want him to have some kind of power

There isn't really "power" exposed to radiation would do a few things to a human. The reason animals can have a "power" which is really a mutation or evolving which the reasoning of that is must animals that survived were smaller then humans, and if they were bigger due to genetic they survived and maybe they would glow, lose all there fur, have extra legs know as a parasitic twin which would be caused by being born that way only and though it happens now it would be more common in this kind of world.

A "power" cannot happen, surviving radiation as a human whom was definitely born before the war which is the only thing possible with the 3 years passing since the war. It might slightly alter the human. Say glowing eyes due to toxic fog splashing in the eyes, glowing skin because radiation was heavy to the skin. The only real power available for a gen 1 survive is being radioactive which is a heavy disadvantage because no one would want to be around something that may kill them within a short span of time. Surviving radiation will only causes a ton of problems for a person which even in this RP there are toxic areas that will hurt someone.

And, even if I provided you changing the stories, altering a humans genetics due to radiation usually does not cause a power of any sort. It causes a lot of health problems, or maybe small changes like extra height or easily able to gain muscle from a young age no matter what.
The reason mutated animals already exist is because 2 generations of a dog can be born within a single year if it was rushed. Since there are more animals then humans in most cases on the span of 3 years, they could mutate to surviving in this setting.

Due note this is a very realistic RP and these rules apply to it because of it. That is why there is even an area stating that " Any know sicknesses ". If it didn't matter because sicknesses didn't matter in the long run I wouldn't of listed it.
