I think a second in command is nessecary at that point too being they are two different types of runners. If Avery is running the maze and bringing back her findings there will need to be a runner who can draw up the maps and translate them. So if one is out of commission it could mean work backed up on maps or a stand still with progression. And Gale seems to have a forward personality to be the runners version of a Jack of all trades
