The blue light appears to be some kind of swirling energy. it funnels up but seems trapped, you notice glass cutting it off, there is a lever nearby that says, release energy.

Look around for someone in the building before flipping the switch by 'accidentally' bumping into it

no one is inside the building. once the switch is flipped the glass opens up and the blue energy swirls up it weaves between the gears and spirals and they start to move, clockwise, counterclockwise and even sideways. Soon the entire machine is spinning and turning. the clock hands begin to move.
