He shrugged, "I don't mind either way" you can try and use the skill Sociability to try and bargain a higher price. It has a 75% chance of working.

Ivan stepped on the boat, but then gasped. "I forgot!" he said, pulling on the ends of his scarf. "I need to get a canon, and a weapon if possible!" He looked at the horizon. If he went and got supplies, how long would it be until they set off? There might be storms, or something of the like that might delay their progress if they didn't set out immediately.

it was night time, the sailors looked tired anyway. There were clouds, set to rain, but nothing bad. The gulf was good for avoiding very strong winds. You could get a weapon from the item store and a canon from the sailors area nearby, where things where build for ships.
