The only problem with the desktop version is that unless you have a Windows 10 computer, you can't scale any images you add (Thanks to the touchscreen part) however there are other desktop programs you could use such as FireAlpaca (which is free btw)

Did you click the correct layer and then the transform button?

The box in red is the layer editor and the yellow arrow is pointing at a layer. Click the layer you want to edit then click the transform button (the tool in the blue circle). After that, drag your item of interest wherever you want.

Click the UI Toggle button then scroll down and click layer editor
