I submitted the idea for the Nebula dress and wings in the design avatar items contest for the Fall Festival, so they were given to me. You can potentially get them from gift baskets in the diamond shop, or possibly when a player gives you a handful of candy when you trick or treat at their door. There is also the sunburst Nebula set that can be won in forum games. I'm not sure if there will be any other ways to get the Nebula items.
I'm happy we get more time to catch the fall pets as well as another shot at the Halloween Pets this weekend! :D
