I have a wacom pen and touch. I think new it was about 70 bucks. I had some coupons so I got it for 50. I think you can buy them at a decent price used now. I've had it for about three years and it is the best purchase I've made in the last four tablets I've had. Nice and cheap- yet gets the job done. I haven't had any issues with it ^^

The sensitivity works great with Photoshop CS, elements (which it came with) and Paint.net.

To be fair, any tablet will be hard to use at first if you've never used one before. xD It takes a while to build the hand-eye coordination you need. So no matter what tablet you get, don't get discouraged if you can't draw very well with it right away.
