That's a cash shop item, so 300 dia as the base. (dia at 2.8k per)
But that's just the base, so would be looking for a bit more than that.

By the underwater background do you mean the creatures of the depths? That's currently on the broker for 100k. Probably easiest to just buy from the broker. c:

I'd highly prefer to sell the gloomy flame (green) than the other one. I haven't tried to sell one of these for a while, but I remember being able to sell them for around 400k or so a while ago. So it would probably be aprox. 500k now due to inflation that comes with time. This is one of the older items. ^.^'
