While I would not enter the raffle (I don't collect nephs, though apparently I should because they keep falling into my stables and I can't get rid of them XD)
I think a raffle is a great idea. You could sell unlimited raffle tickets for any price from 1K-7.5K (I would suggest 2.5K) (Unlimited so old users can buy as many as they want and new users can still buy one and have a chance)
Or I've seen raffle tickets that cost a greater pet dye or three lessers (It was a Max stat raffle)

Indeed! I have seen quite a few successful raffles with tickets costing 5K or more. Usually depends on user interest in what pet you are raffling off, and as your's is so high quality, I would guess it will have a good amount of interest. Just make sure to spread the word about it, in region chat and friends invites and interest pings.
