How about like one Dragon is wanted and the other one is a bounty Hunter trying to find the first one.

Oh, sounds fun! Okay, I'm just gonna ask a bunch of questions to further define the world and stuff.

Which one of our dragons will be the wanted and which one will be the bounty hunter? I have no particular preference, so it's up to you.

What is the world like?
-What will be the starting location?
-How advanced is technology?

What will be the power/abilities of the dragons? Typical medieval fire-breathing dragons? A wide range of them? Those that can turn into human or whatever?

You don't need to have an answer for all these questions, we can come up with one together.

Also, it would be preferred to have a good scene(s) of your character rather than a description of their personality. Writing their personality might be nice for you to remember later, but it can also box them in and limit people's expectations of them. Scenes lets people make their own judgement and perception of your characters.

And maybe I'll draw our characters, depending on how proactive I feel.

I'd prefer my dragon be the wanted one.

Starting location will be a little town that my character is hiding away in.

Well, it's not too advanced. Everything is powered by magic, so they have magical lights and such, but nothing like what we have here in the 21st century.

Where exactly is this little town? Or at least what used to be there to describe the climate and stuff. In a dessert, a forest, close to the cold poles, on a mountain?

Will there just not be phones, computers, and modern aircraft? Does stuff like fridges, microwaves, air conditioners, tvs exist? Do guns, or at least modern guns that people can actually aim with exist?

Is the elements just what they breathe and/or their magic?

Close to the colder mountains.

No aircraft because...dragons, or phones, but they do have certain devices that can project images. Like projectors, only it doesn't have to be on the wall.

No modern guns, but they do have guns like revolvers.

So I'm guessing the other stuff do exist. I'm gonna assume humans have been blessed with the ability to turn into dragons. Unless you want it to be dragons mingling in with humans?

You can suggest changes for these stuff:

Fire: Fire, crackling in red, orange, and yellow. Familiar, but distant, and if you dare touch it, you'll get bit. It has provided our kind with warmth, light, and the potential of mass-destruction. Dragons have ravaged many places with this element.

Natural Weapon/Defenses: Can breathe fire

Water: Water, the element known to be flexible and flowing. It can provide life and take it away. It can be used to create tsunamis and hurricanes or divert them away.

Natural Weapon/Defenses: Can breathe underwater with gills on the side of their necks.

Ice: Ice, when water has grown cold and rigid. It is much harder than water, but can break easily. It can be used to freeze others or food. It can be used to make some materials more brittle. Ice dragon tradition dictates that before one has come of age, they must spend a whole night alone in bitter cold to get closer to their element. Once they have accomplished this, celebration will occur.

Earth: Earth, the element we tread on everyday. Stable and reliable, our bounty of food and riches of gems come from it. Some use it to affect plants, others, to create earthquakes or sandstorms, while some hope to find or make precious metals or gems with it.

Natural Weapon/Defenses: Slightly fire-resistant scales. Immune to the poison in Onethvines, a common flower. After eating some, they can exhale the poison.

Electricity: Electricity, truly electrifying. It would be best not to get zapped by it. Some can use it precisely enough to power some machines. It can also create oversurges.

Natural Weapon/Defenses: Can breathe thunder.

Light: Light, the element that can reveal the truth...or distort it. Some can use it to blind others or bend it to create illusions.

Natural Weapon/Defenses: Can regain energy and get a slight boost after sunning themselves.

Dark: Dark, the element that appears in the absence of light. Some can use it to take the light away and stay hidden...or hide others.

Natural Weapon/Defenses: Can breathe a thick, black gas that disappears relatively quickly.
