considering it is regular cata, I would offer between 15k-20k (30-40 tokens with a 1:500 token:gold ratio)

That seems really low. I mean, you have to pay 400 tokens to buy a catalyst from the shop, so I would think buying it from a person would be at least half that.

that is with the chance of fabled and majestic catas as well, but that's fine if you don't want to sell it. Highest I would go is 25k
