On the newer games,(Soul Silver/Heart Gold/Platinum and up,) you can either use the GTS (Global Trade System), or go into the Union Room to trade with nearby players or friends who's friend code you've got.

Is your WiFi on? On DSi's and 3DS/2DS, you have to turn on the WiFi in settings.
I think you see your friend code in the Pal Pad...Or something. xD I can't remember.
