Ack, no, no, no. That just seems weird to me (is the cloth magical or something?), and kind of goes against what armor is for--TO cover up yourself! It's already quite a bit less than real horse armor:
I think instead it would be better to introduce a new trait, perhaps based on this kind of horse armor:

This is a great idea! When I first started playing, I made a Qitari for my starter pet. I wanted to use Warhorse Armor, but didn't for THAT EXACT REASON!
