It's an item that when used on a sylesti, gives it valentine lace or lovely hearts. What's better is if you use it on a puffadore, you may also get [Angelic runes, angelic armor, angelic halo, or angelic wings] which are rare traits not found in the wild.

Puffadores have even more traits able to be added, that's the only difference between them and the others.

No, You'll defiantly need more than that. That equals about 5k gold, the fressence is worth about ten times that amount.
