It's there, you just have to got to it's slot in the full wardrobe. Trust me I thought the same thing early on. It should be listed next to the others of the same style(ie the other variations of Ghostly Regalia) in the outfits tab in the wardrobe.

It's located in the Items tab, then the outfits sub tab, then go back 5 pages to the left top row, right upper corner.
