It would be like normal speaking, (like if it's too loud they can't hear, or if they're in a soundproof box, for whatever reason, it wouldn't work, etc.) but only they can hear it. Unless there's something using magic that do something similar to intercepting a radio feed and such. Just felt like I should elaborate on the idea, but okay, thank you! Also, I'm currently editing a stock photo to fit them. It will probably take a while to finish though.
