Depends on which pair has what you want. The females--
Claire Phillips and Grace Cooley
Claire has Spooky Fog Hidden behind her Angler Lights. Grace has Carried Bio-luminescent Spines and Carried Lionfish Spikes. Grace is also on cooldown until the 5th, if that makes any difference.
The males--
Eliot Loudermilk and Francis Xavier Cross
Eliot has Carried Achilles Tang and Carried Angler Lights. Francis has pure Vis Sharp Webbing, nothing hidden.
So, just pick your pair!
