Same. Got an ent to stun me since it's more controlled and predictable. My attacks activated as normal.
Currently I'm running on an assumption that it might depend on whose turn is executed first? Most often my team has the upper hand so THEY get the first attacks in the sequence, but I'm pretty sure the earth construct thing in the temple has been getting the first strike for the rounds which would mean it's STUN first, and my move fails.

if it helps, I've seen this happen with my pets during the fest boss battles - for instance
-i try to activate ice sphere
-boss stuns 1st pet
-no ice sphere, cooldown activates
but then again fest boss stuns are weird and ignore shielding to stun anyways, which is another issue xD
