She could possibly try talking to them. But she may have to use force.

They eyed her warily, seeming to act tougher as she drew near.

She tried not to show them any of her emotions as she went towards them.

One of the men immediately stuck his hand out and said "stop there or be prosecuted. No civilians beyond this point."
