Yeah. He isnt even their worst ruler though. Vitals are just generally awful dragons, and their leaders reenforce this by making more laws to allow everybody to be completely immoral.

Yeah. Their original leader, Queen Kuria, was the worst by far. Shes the one who set up the laws and rules. So shes the one who made it socially acceptable to be a horrible dragon.

Yeah. That and their deity (who I cant remember the name of). Hes the one who have the prophets the prophecies to make her leader in the first place.
