(To answer your question, there are people outside the city that have powers, but this roleplay focuses on the people who live in the city, not those who live outside. Sapphire knows everyone who lives or has lived in the city. I thought that Faelora was a charachter that lives inside the city as that is where everyone's charachter should live.)
