When a flower in the spring fest blooms it would normally say 20 min till Luffox blooms or something like that mine is glitched so its yellow and says pending, even though there is no other events happening before.
Also when an event ends it would normally end and change back to no shared garden events well mine just ends and says like that.
To fix this I have to log out of the zone and wait for a while
And sometimes that doesnt work

Hm. It should be the same for everyone. The Zone Progression window outputs just as basic HTML on the page and should be universal for all players.
Can you provide a screenshot next time you encounter this issue?

Spring Blossom events happens at #:00, #:05, #:10, #:15, ect. So if someone gets a flower to 100% when the time is say 3:06, it'll take 4 mins to start the waiting time.
Not sure about your other problem though.
