In the festival explore zone, when you have a pet attuned to the element of water, the move "Ice Barrier" was not working.

No matter how many times she tapped on the target, it wouldn't let her press the "end turn" button. She also tried not clicking on the target and just clicking end turn. The other moves, like fairy light or razor wind worked. Was it just her being dumb or not actually working?

Ice barrier is a buff for the pet. so when using it you must select it and then the pet you want it on.

Ice barrier's description:
"This affects1 Party Pet. Grants Ice Barrier for 3 turns
Ice Barrier: Absorbs 200% Physical Damage when attacked. Restores Health for 50% of the damage absorbed. Renders pet immune to Critical Hits and avoids certain special attacks"

All moves that are directed at buffing/healing the party (Ice Barrier, Restoration, etc) have some variation of "This affects Party Pets"

Whereas offensive moves/ enemy debuffs say "This hits 1 enemy/ 2 enemies/ all enemies"

How come you can use the moves in like umbra forest or viridian meadows without doing that?

The battle system is different, mostly.
In Regions 1+2 if you don't select which pet you want to use an ability by clicking on the enemy on it just defaults to using it on the pet that cast the ability (so a water tank in slot 1 told to use Ice barrier without a target will cast it on itself, a light healer in slot 2 will select itself if you cast restoration without target etc.), which isn't necessarily very useful (for one it means it's easy for people to miss that they can, in fact, select what pet you want to use it on.)

The new system just makes you stop and actually select which pet to target.
