I've been inquiring about this for a while. Like, it doesn't really matter how inbred a sylesti is, but players love PB (Purebred). Tagged Themes are almost like the other themes, except for the golden star. It also doesn't matter about those.
I haven't tried doing this yet, but will players still judge if something like this, for example generating pets that look exactly like a theme. It would be possible since I have a Reg. Lup essence to make a pet that looks exactly like the Tenderheart theme. Would that still work to consider it as a themed pet?
I have so many questions :(

Its because Themed are rare. Some are limited time only and others only ever get released once. You have to work to get a themed pet. Tagged (first generation themed pets) are not common compared to all the other normal pets. Tagged are first generation, PB (purebred) are offspring from tagged and other PB of the same theme. And theme is a collective term for all Tagged and their PB offspring. Tagged (first gen) are called so because untill recently they were the only pets that carried the theme name (they were tagged a theme).
Generating a pet to look like a theme is fine if you keep them for personal reasons but they are not themed (as they do not carry the theme name) and if you sell or breed them and imply that they are themed to other players is considered lieing and will get you in lots of trouble.
If you would like you can make your own unofficial "theme". We call them project pets. They are bred by players to get specific colors and traits. Just make sure you call the project pets and that the name you give them is not already in use.

There are only a few themed pets that do not have tags, springtime zolnixis and clear skys lupora for example. They were released before tagging themes was a thing so they will never get tags. There are threads and players attempting to breed and maintain those near extinct bloodlines.
