I know this sounds weird but,since Dabi and Hawks seem to exsist in this universe does that mean that all the other villains also exsist and dabi just didn't join the league?

That's a good question, I think Dabi is the only villain from the actual anime that will be showing up, at least for now, same thing with Hawks unless it becomes a popular request.
