You cannot save your Outfit while previewing a Style or Item.

I receive this error message every time I try to use the 'load outfit from URL' feature. Manually selecting a head item allows saving.

are the ones I've tried so far. They both work when I select the head item by hand, but give the same error when trying to load

Nope, still shows the error, still won't let me save before manually selecting the head item.
