Is there a way to turn off the blinking banners / alerts that pop up around the site? I get migraines, things like that can be a trigger.

THose can't be turned of as far as i know
THey appear at 12, 3, 6, and 9 AM and PM and are mini "events".
They're annoying. But they don't appear in page layouts that use the "new"ish layout-such as the forums, inventory, stables (not the hatchery), and wardrobe.

I am assuming you're referring to the Message of the Day area with the yellow/red exclamation point images?
Unfortunately, there is not.
You could use either your browser, if it has it built in, or a pop up blocker to target that specific image and block it. Just as precaution, blocking additional elements and such on pages can very well affect their functionality so just keep that in mind. Specifically, those images though, I do not think will affect anything.
