Its just like those raids that you see on the top of your page throughout the day. When the Dynamic event begins, everyone who participates affects it. You have to go to Esior's Fields(Fall Festival Zone) to participate in the Dynamic Event. When the event first starts, you will see tasks in the lower right-hand corner of your explore screen. Help everybody complete those tasks to advance in the event.
