I am really new and am wondering how do I talk to the NPC to finish the tutorial? No NPCs show up whenever I go to the town.

Could you be more specific? What does the tutorial say to do? What NPC do you need to find?

It says to talk to the townsfolk in Esiors Haven but when I go there the townsfolk dont appear despite having checked the market place and quest board.

I'm looking through a walkthrough of the storyline and it looks like the dialogue should just pop up when you return to the town... Have you completed the quests and received the rewards yet? (Defend the Windmill, Taking Back the Fields, A Generous Task)
Here's the link to the walkthrough. Maybe you'll see something I didn't? Be aware that it contains spoilers for the rest of the storyline, though. (I did also assume you were on tutorial step 15/15, so if I assumed wrong I may have been looking in the wrong place)
