I can,t see were the level up points are on pet page, I do not see tab for use level up points?

It's outdated. Level up points were replaced by proficiency points.

Ok, I still can,t see them, when I click on it, it doesn't,t give me an option, just says pick one, but there is nothing to pick?

Have you chosen an element for each of your exploration pets yet? You need to do that before you can use the proficiency points available to them. This guide explains everything more clearly: https://www.sylestia.com/forums/?thread=45988&page=1.
